Grabs the current camera frame(s) and reads them; supports a watch mode for an action in progress. Needs a snapshot-capable camera reachable over HTTP (Android IP Webcam app, Raspberry Pi camera-streamer, or any snapshot URL) set via CCE_CAM_URL.
